Action Comics No. 28 (Sept. 1940) with Superman about to make rooftop rescue on the cover. G condition w/mild shredding on lower left of cover/spine but intact. Cover has soiling in center but limited paper loss. Burn damage on back cover, which is torn away on lower right quadrant. Pages very decent with a speck on outer edges.
