Frame has the bond prominently placed atop a black engraved plaque describing the history behind the money-making Act, and an artist's depiction of a scene from the Civil War emphasizing the Confederate flag and soldiers. The three sections are surrounded within the frame by a gray, mesh fabric. Framing cost a small fortune here.
